The Standesamt's page contains a notice about private ordering services.

According to the city, some providers forward orders by email and add a charge on top of the fee. These companies are not connected to the Standesamt, and using them does not speed up the process. That is why we state our full price next to the official fee and send nothing to the Standesamt by email.
Order through one channel only. The Standesamt handles requests from several channels separately: this creates several certificates and several fee notices, and the fees are not refunded. If you order with us, do not request the certificate yourself at the same time.
Since 1 July 2004 Dortmund has had only one Standesamt. For pension purposes the certificate is free of charge; the Standesamt then sends it directly to the requesting office. For family history research, a search fee of 17 to 66 euros per search may also apply.
