Bavaria: the ZBFS instead of a city office

A state office, not the city

In Munich the degree of disability is not decided by the city administration but by the Zentrum Bayern Familie und Soziales, a state authority. For Munich the Region Oberbayern at Bayerstraße 32 is the contact. Post with the paper application, however, goes to the central scanning office in Regensburg.

More about Munich (3)

The city states an average processing time of 3 months. The ZBFS itself writes that the time depends on the case, e.g. on how quickly doctors answer requests; meaningful documents right with the application speed up the procedure. Mere certificates with diagnoses but no statements on functional limitations are not enough.

If the degree of disability is already determined and only the card is missing, e.g. after a loss, you request it via the ZBFS contact form, choosing «Bildupload zum Schwerbehindertenausweis», and upload a photo. The card is valid for at most five years; take care of renewal about three months before expiry.

After receipt, the ZBFS medical service assesses your health according to the annex to the Versorgungsmedizin-Verordnung; a personal examination is rarely needed. Then a decision follows with the degree of disability and any marks. Only from a degree of 50 is there a card. If an operation or rehab is coming up, the ZBFS says it can make sense to apply only afterwards.
