Applying yourself to the City of Duisburg

The way without us, step by step

You can apply to the City of Duisburg without us. The city names these routes:

  • Online with the electronic disability application, linked on the department's page.
  • On paper with the first and change application to print out. Forms are also available in all district offices (Bürgerservice), via Call Duisburg on 0203 94000 and at the department itself.
  • Hand in the application at the Fachbereich Schwerbehindertenrecht, Schifferstraße 98-100, 47059 Duisburg, or at your district office. Department fax: 0203 283 7096950.
  • You do not have to come in person. General enquiries and visits: Mondays and Thursdays from 8 to 15 and by appointment; contact form around the clock.
  • Costs compared: the city names no fee for the application. With us you pay 59 euros for filling in the form with your details and submitting it.
  • We are not an authority. Only the department decides on the degree of disability; we do not assess your health.

In Duisburg the city itself makes the assessment: the Fachbereich Schwerbehindertenrecht in the Amt für Soziales und Wohnen.

More about Duisburg (4)

Besides the department, the district offices (Bürgerservice) also accept applications. There, old cards issued before 1 September 2014 can also be extended. Since that date there are only cards in credit card format; an external print service produces them centrally and sends them by post. According to the city, immediate issue or collection is not possible, not even after a loss.

The blue or orange parking permit is not issued by the Fachbereich Schwerbehindertenrecht but by another city office. Apply for a vehicle tax reduction or exemption at the Hauptzollamt Duisburg, Am Burgacker 30.

Since 1 January 2026 the tax allowance only applies if the city has sent the data to the tax office. It does so automatically if the tax ID and consent are in the application; paper certificates now only exist for earlier periods.

You can object to the decision. The objection authority for all of North Rhine-Westphalia is the Bezirksregierung Münster; its hotline 0251 411-3382 only helps with the objection procedure, not with the application.

Questions about the disability card in Duisburg

Which Versorgungsamt is responsible for Duisburg?

In Duisburg it is not a Versorgungsamt of a neighbouring city but the city itself: the Fachbereich Schwerbehindertenrecht in the Amt für Soziales und Wohnen, Schifferstraße 98-100, 47059 Duisburg. The service hotline is 0203 283-986700. The district offices in the Bürgerservice also accept applications.

Where do I apply for disability status in Duisburg?

Online with the city's electronic disability application or on paper with the first and change application. Hand in the paper application at the Fachbereich Schwerbehindertenrecht or at your district office. The same form applies if your health has worsened and you want to apply for a higher degree.

Which documents do I need for the application?

The completed application with your doctors and clinics, plus existing findings. For the card the city needs a passport photo and your consent to storing it. For the tax allowance to apply, the tax ID and consent to data transfer to the tax office belong in the application.

Can I apply for the disability card in Duisburg online?

Yes. On its page, the City of Duisburg links an electronic disability application for first and worsening applications. According to the city, visits in person are not required; the department settles matters by phone or electronically where possible, also via the contact form around the clock. Forms are also available in the district offices.

How long until the card arrives?

The City of Duisburg states no processing time. After the assessment, an external service prints the card in credit card format and sends it by post; immediate issue or collection is not possible. Your personal contacts with phone numbers are in the confirmation of receipt or the last decision.

Card lost: what do I have to do?

Send the Fachbereich Schwerbehindertenrecht a signed declaration of loss, a passport photo and consent to storing the photo and passing it to the print service. The form «Antrag auf Ausstellung/Verlängerung/Verlust» is on the city's page. There is no same-day replacement.
